TO TENDER FROM SUITABLY QUALIFIED INDIVIDUALS/ ORGANISATIONS TO
CONDUCT AN EVALUATION OF OUR PRISON IN-REACH COURTS LIAISON SERVICE
(PICLS).
BACKGROUND
HAIL (Housing Association for Integrated Living) is a highly skilled
and specialist Approved Housing Body. We provide exceptional quality
housing and floating mental health tenancy sustainment support
services to tenants and clients with mental health difficulties.
Founded in *, we have developed a strong track
record and extensive expertise in supporting people with severe and
enduring mental health difficulties to sustain independent lives in
the community.
HAIL’s focus is to support service users in developing the skills to
transition to independent living, sustain tenancies and progress their
mental health recovery in the community. Our dual approach,
combining secure, high quality housing with specialist, recovery-based
support allows our tenants and clients to:
Promotes social, family and community connections
Maintain good relationships and close contact with their mental health
team
Successfully manage their home and household commitments
Develop goals and plans around work, education and other aspirations.
Although HAIL’s primary focus has always been to provide support to
our own tenants, over the years we have expanded our model of Mental
Health Tenancy Sustainment to other groups and clients.
Our Prison In-Reach support service provides help sourcing
accommodation for men and women with mental health difficulties who
are on remand in Cloverhill prison and / or serving sentences in
Mountjoy Prison and Dóchas Centre Women’s Prison. This project
has been in operation since *, is funded by the
HSE, and works in close collaboration with the National Forensic
Mental Health Service.
HAIL invites applications from suitably qualified persons to undertake
an evaluation, consisting of 3 elements:
* A review / evaluation of the project to date to include an analysis
of the data available, feedback / interviews with key stakeholders,
including service users, key gaps in service and challenges in
relation to housing faced by individuals with mental health
difficulties on leaving prison, etc.
* A comprehensive review of the literature examining similar models
of service in comparable jurisdictions, such as the UK in order to
identify potential for the continuous development and sustainability
of the project in line with HSE and other key stakeholder policy and
service developments.
* Recommendations for the expansion and further development of the
project, in line with relevant service and policy development.
